Eventually, they become more convinced that the power of the intruders is real and some of them attempt to negotiate a special deal for the United States. Octavius is unimpressed. "The political system in the United States, the beacon of the world according to some of you, is hopelessly divided and the conflict is becoming increasingly violent. You are much closer to another civil war than you realize." The tension builds and the generals become overwhelmed with a sense of foreboding. Could this be some kind of elaborate hoax, or does the fate of the world hang in the balance?
