The questions are: who are they, what are they looking for and what can Europe give them in terms of good opportunities. It is urgent to find the best ways to manage this new phenomena. This also implies loyalty to some of European fundamental values like solidarity, equality and justice, respecting the basic needs and Human Rights realization of each citizen.
