Frank Garcia’s first day on the job hasn’t even started yet when he learns that his new employer, the Yuma County Sheriff’s Office, just lost a deputy to a cold, calculated murder, the first in departmental history. It’s 1979, the eve of an election year and the incumbent sheriff is busy campaigning to keep his seat when his cousin, a Mexican National, becomes a prime suspect. A somber investigation begins and it doesn’t take long for a video tape to surface that proves the cousin’s guilt. Shockingly, the all-hating Lieutenant Bowen is implicated when the not always sober Detective Patterson makes an unbelievable discovery; the lieutenant is not only manipulating the video, he also provided the gun that was used to commit the heinous crime! Paranoia and tensions mount. A tug-of-war begins over the video and time is running out -- the sheriff’s cousin is due to return to the deep south of Mexico, a country with no extradition treaty with the United States.
