Nesschter Norkit, formerly Agent Holden Hosenheim, finds himself in a desperate situation after being rescued from execution by Caro, at the request of Balik Norkit. Caro transports Nesschter to a hidden drug den and safe house peddling N-Light, where Nesschter reconnects with Don and learns of the fragile state of Shio and the dire living conditions of the Outer Ring.
As tensions rise in Shio's Outer Ring due to crushing taxes and food shortages, Director Xajil Ojin hunts for Nesschter and uses the sadistic Observers to apprehend Ara while cracking down on the protests.
Soon the conflict in Shio's Outer Ring escalates into an all-out urban war, with Balik leading the Revivalists into an invasion in Shio's Core. As the violence destroys the city, Nesschter and Don launch a daring mission to rescue Ara and stop Balik.
As Nesschter and Don fight through the carnage destroying Shio, Nesschter wrestles with the madness consuming him, Balik, and Xajil.
The battle for Shio rages. Minds break and truths are revealed for Shio, the GSAU, and the past Nesschter, Balik, and Xajil share. Time is running out for all three of them, and where Shio goes, Aarde goes.
